Looking to upgrade my graphics card from my current GTX 750 to potentially the GTX 950 (https://www.amazon.com/EVGA-GeForce-Cooling-Graphics-02G-P4-2958-KR/dp/B01BX3FCH8?th=1) since it won't break the budged much. How much of and upgrade is the 950 compared to the 750? From what I've been looking at it seems like to best upgrade to shoot for now, but would value a second opinion on how much of a difference it will make for running games like Dark Souls 3 that I've had to use Nvidia control panel to severely adjust to create a more stable frame rate. Any suggestions of better options or advice in general would be appreciated, looking for a card under $200 that would be a significant enough upgrade to justify getting a new one.

Current Specs
Processor Intel(R) Core(TM) i5-6400 CPU @ 2.70GHz
RAM 20 GB DDR3
Video Card NVIDIA GeForce GTX 750
Operating System Microsoft Windows 10 64-bit
PSU Thermaltake TR2 600w

So I should instead look for getting the 1050 instead of shooting for a 950?

One concern I have is over the singular fan vs a larger card with double, is the difference negligible between them?

Let me rephrase with better examples.
Is it more benefitial to drop $10 more on
http://www.newegg.com/Product/Product.aspx?Item=N82E16814133640&cm_re=gtx_1050_ti-_-14-133-640-_-Product
or
http://www.newegg.com/Product/Product.aspx?Item=N82E16814137054&cm_re=gtx_1050_ti-_-14-137-054-_-Product

rather then the two previously linked
(http://www.newegg.com/Product/Product.aspx?Item=N82E16814487291&cm_re=gtx_1050ti-_-14-487-291-_-Product
and
http://www.newegg.com/Product/Product.aspx?Item=N82E16814487290&cm_re=gtx_1050ti-_-14-487-290-_-Product)

is it a difference that will make a significant enough impact for me to want to choose one of those two cards over the orginial ones linked to me?

personally, i like the msi one, but the evga one will also preform well, it just depends on what brand you like, im an msi guy, any difference it will make wont be noticeable even a little, just dont go with the pny one!, pny isnt the most reliable graphics card companies

Bad idea.
if you going to pay 170$, get this one:
http://www.newegg.com/Product/Product.aspx?Item=N82E16814131696&nm_mc=AFC-C8Junction&cm_mmc=AFC-C8Junction-PCPartPicker,%20LLC-_-na-_-na-_-na&cm_sp=&AID=10446076&PID=3938566&SID=
it's 5$ more and way more powerful.
at 190$ you can get GTX 1060 3GB which is leaps an bounds above 950, 950ti and RX 470
