They're the same thing but the Zotac variant has one fan and the Palit variant has two. There is no difference but I recommend the Zotac since it draws less power from your wall socket.
Dual fan will have better cooling but draw more power, single won't cool as well but probably still adequately and draw less power, so it's just a trade-off as to what is more important to you.

He's also in the Philippines, I don't know the exchange rate but $5 in the US is almost nothing, I know in Mexico $5 is more like $50 to Americans, all my cousins in Mexico have cheap 3-5 year old phones (barely smart phones they still have buttons on them) and they are all considered rich there, they are a family of lawyers and engineers. I assume there is probably a similar situation in the Philippines where $5, though not much in the US, might be significantly more in the Philippines. I just don't know enough about the Philippines economy to say for certain, but $5 more may be like an hour or two or more wage.
