what would be my best option to transfer data from a failing C drive to a new drive and make it bootable

the original hard drive is much smaller then the new so i need to copy the data from the drive to the new one and have it bootable. now i do not want to risk cloning it as it may bring issues with that.
i was looking at "WIN TO HDD"

i really want to keep the copy of windows; it is windows vista. for one reason is the 16 bit compatibility and other things. was just wondering if microsoft was still activating windows vista over the phone, because that is what we had to do last time

or what do you suggest to get it over to the new drive and make it bootable

all he does is photoshop and autocad so you know he does not need much with a new os if he can just get the new hard drive working

If you want to transfer windows to another hard disk, then cloning in the only option. Just reinstall, if Windows is corrupted the only thing that fixes it is a reinstall. Microsoft still lets you activate windows over the phone. This probably will not be required because you are going back to the exact same hardware.
