i5-4460 bottlenecking gtx 1060 in fallout 4?

Hey guys , i can't seem to run fallout 4 at 60 fps even though my GPU usage is 45-50 in fallout 4.

I thought that this might be because of my i5-4460 bottlenecking the card but the CPU usage is hovering at 70-80 most of the time and never touches the 95-100% range. The fps I'm getting now is only about 30-45 fps.Any ideas?

My specs are
CPU - i5-4460
GPU - MSI GTX 1060 Gaming X 6G
RAM - Kingmax 4GB x 2
Mobo - MSI H81m-p33

Could it be the pcie 2.0 connection or the ram?
 
Do you never reach 60fps? I never played the game myself, but i've heard it's not very wel optimized and pretty buggy, so that might also be a factor. What happens if you lower the graphics settings, does you fps get any higer or does it stays the same?

I only get 60 fps indoors ,outdoors the fps lingers in the 30-45 fps range most of the time
I will try lowering the graphics settings and will update my results here.

So , if i get a i7 6700k the fps will only improve a little?

I have noticed the cpu bottlenecking some of my games before
For example in crysis 3(Max settings + 8x Msaa) , the cpu usage is 100% on all cores and the gpu usage is 80%

After some further tinkering with settings, I found out that the auto setting of threaded optimisation in Nvidia control panel is what has been causing the i5 4460 to bottleneck.

I'm happy to report that after changing threaded optimisation from auto to on , the cpu is now bottlenecking less. The crysis 3 bottleneck is almost entirely gone and now it only bottlenecks minutely in fallout 4.
