Gtx 1080 low fps in games

So I recently bought a Asus strix gtx 1080 which, for the first few days, ran fine running all games at or above my expectation, however recently I have started to get very low frames, between 25 to 75 fps in csgo!! Furthermore the fps in the game massively fluctuates from high frame rates to low frame rates. I know that it is no the GPU's hardware at fault because I have tested it in another PC and it is not the drivers because I have completely reinstalled my drivers to no avail. I am almost completely out of ideas, all I can think to do is to format my storage devices and, if that does not work, send my motherboard back for a replacement. Also it should be noted that the Asus gpu monitor says that the clock speed is at 180% despite it being the asus strix retail clock, in addition to this in all games (even games like just cause 3) no matter how high draw the current scene is the gpu stays at about 5-10 % usage.

What could this possible be, does any have a fix for this and has anyone else experience this problem?

My current specs are:
i7 6700k (proccesor)
asus z170 pro gaming (motherboard)
250GB 750 evo (boot device)
16GB corsair vengeance ddr 4 (RAM)
and obviously a Asus strix gtx 1080



*update: Just ran a nova bench test and my CPU score is 241 when it should be about 1000 if it is a CPU problem this would make sence as it would be bottle-necking my gpu, so I am going to re-seat my GPU. I will update after this.

Probably wise to reseat your CPU, the issue sounds like Thermal Throttling.
What paste did you use? what are your CPU Temps?
Does it start to drop a few minutes after you start your PC + a game?
Open the Taskmgr & under Processes, see if your CPU frequencies/usage drops periodically.
But more importantly, check your CPU temps & get back to us.

The fact you tested your 1080 in a nother PC and it worked fine, completely rules that out of the equation.

CPU is your next bet.
