PC Shutsdown - Sometimes won't restart or start up

About 5 weeks ago I upgraded my video card from a 3GB HIS IceQ Turbo 7950 to an ASUS Strix 1080 GTX. I also plugged an Oculus Rift into that new video card. My research suggests that the new video card will draw less power than the old one.

The first time I had an issue the PC would not power on. I pushed the button and it attempted to spin the fans, but only did so for about 1 second. It never got far enough to attempt a post. The next 2 or 3 times I tried pushing the power button I got absolutely zero response from the system. I proceeded to disconnect EVERYTHING from the system and then plugged in only the main power cord to the power supply. I then powered up OK. I do not recall if this was before or after I upgraded my video card, but I am leaning towards after.

Everything then ran fine for about 3 weeks. This past Saturday I turned the system on and walked away for about 10 minutes. I was able to power up right away afterwards. When I came back it was turned off. Sunday night after I closed a program I had been using (the system up time had been about 4 hours) it shut down. I tried 3 or 4 times to power up and each time I attempted to do so the fans would spin, but I believe that is the only thing that got power. Instead of the normal windows recovery option I got an error about multiple failed boot ups when it did come on.

Last night while actively using an application it shut down on me. The first attempt to power back on lasted about 2 seconds and then after that everything was dead again. The LEDs on my new video card were lit. That's the only thing that indicated power was still flowing. I unplugged only the main power cord and flipped the switch off and on on the power supply and booted successfully.

PSU: SeaSonic S12II 620 Bronze 620W ATX12V V2.3 / EPS 12V V2.91 80 PLUS BRONZE Certified Active PFC Power Supply

CPU: Intel i5 3570K @ 4.2ghz

Memory: 8gb DDR3 9-9-9-24

GPU: ASUS Strix 1080 GTX

Personal thoughts: I've had occasional boot ups in the past before the upgrade that would freeze on the starting windows screen. Outside of that this system has run flawlessly for 4 years. My CPU is overclocked. I'm no expert when it comes to overclocking. I went with a conservative approach as I believe my cooling could handle considerably more.

With that said using the Oculus Rift in conjunction with the racing sim I use is maxing out my CPU. This is probably the first time I've ever maxed out all 4 cores. I did download a hardware monitor and I believe all my temps are reasonable. If it was my overclock I don't understand the reluctance to start from a cold start (first issue above).

So I am leaning in the direction of the power supply going bad. (I have triple checked all my connections after installing the new video card.)

I'm picking up a new power supply, but since there seems to be no specific time it fails I'm looking for ideas on how to test if my solution resolved it (other than just using it and hoping it doesn't shut down).
