unlocked i5 with z170 motherboard Or locked i7 with H170 motherboard

Hi,
I will buy a new PC soon,
according to my country's local price (its soo damn high)
if i choose locked i7 then,
core i7 6700 - 320$
Asus H170 pro gaming(featuring usb 3.1 , 1 SATA Express) - 167$
Asus B150 pro gaming (featuring usb 3.1 , No SATA Express)- 128$
cost of total : with B150 - 448 $
with H170 - 487$

and if i choose unlocked i5 then,
core i5 6600k - 256 $
GIgabyte Z170X gaming3 - 192$
Cooler master hyper 212X - 32$
total of = 480$

i am now in dilemma what to choose ?
i am not that much game freak, if i still want then may be i will buy at most Radeon 470 at most.
What I want is -
# use this for at least 3-4 years.
# much feature of motherboard (thinking of future storage storage and other devices)
-> Do i actually need SATA Express and USB 3.1 ?
#much performance for running at least 5-8 applications, software development IDE etc at the same time flawlessly
# very good Sound
# very fast , smooth overall system
I does not have that much interest in overclocking or I'm afraid of that,
So what i can do ?

If you don't care or don't want to overclock, then the i7+B150 is about the best investment for 3-4 years time frame.
Unless you intend to add a bunch of PCIe x1 devices + more than one NVMe device or having a need for the loads of internal USB headers then the H170 begins to make more sense.

SATA Express is dead. There's no device that utilize that standard at all. The storage devices designed to be faster than SATA3 has all moved on to NVMe standard that is based on the M2 or the PCIe x4 slot.

USB 3.1 main advantage is faster bandwidth (twice that of 3.0), and in some case, to deliver more power for faster charging. Whether you need either of these functions will dictate how necessary it is to have it. And in this specific case...

For multitasking performance and a fast/responsive system, an SSD drive big enough for the OS and the programs you'd need and at least 16GB of RAM should have that covered.

actually there is not any SATA e device found by me also,
but the only difference i can spot is between H170 and B150 is SATAe,
i have searched a lot, why is this ?nothing found actually.
i think i should at least own a USB 3.1 because, it may soon become prevalent in the market,
Also in my country the lowest price usb 3.1 is this mobo i mentioned,
will SSD performance be a bottleneck in this B150 ? is fastest NvMe M2 SSD is supported here ?
and is there really notable difference in performance in applications using 2133 Mhz RAM or 2666 Mhz(OC) RAM? as i am not taking the Z motherboard ?

i will preferably go for
Gskill Ripjaws V 2400 Mhz,
on their site they wrote it can be OC to 3000Mhz.
I dont know about the CL , so can you please explain this ?
