10 year old dell hard drive, need to extract data off of it

So my parents have an old dell that has a hard drive with precious data on it. It had windows XP on it, and was not responding properly, and would not boot up into windows XP mode. At the time when they asked for my help, knowing the data contained tons of pictures, I decided to leave it alone. I was not experienced enough to extract any data, without any OS bootable basically. Now the day has come when I need those pictures off the hard drive. When I say it's 10 years old, it might be less. It's also attached to one of those old dell computers, and dell loves making everything difficult. So my question is, is the data still on there if it was not touched in a very long time? Is it extractable if so how do I do so? Is this a job better suited for a data recovery expert? Please let me know!

I can give you several steps to follow:

1. Make sure the hard drive is not completely dead. You can do that by going into BIOS and check the Storage. If you see your hard drive there there is still hope.

2. Find another computer or flash drive with live OS on it. Boot from the live windows/linux and see if you can access your drive.

3. Make sure the files you want to recover are still there and are not corrupted. Copy the working files to a new drive/usb

4. If files are corrupted you could try recover them with Recuva or other similar software.

5. If you cant access any files the drive under OS but you see it in BIOS i suggest power off the computer and look for experts (this might cost alot)
