Open the case, you may need find out how. Like this link they show you how to install and remove the memory. http://www.pcworld.idg.com.au/blog/pcw-tech-blog-notebooks/2012/04/03/notebook-memory-upgrade-dell-vostro-3500/

Yes, you can, the laptop can boot without HDD/RAM, but you will get no boot device no memory error. And that is way we test the pc or laptop.
First try to take the cell battery out, also press the power button to draw the power out. Then plug in the battery to boot the laptop to see what happens.
1) If it can boot you are fine.
2) If it can't boot, then take the battery out, also the HDD and RAM too.
After that plug the battery back, boot the laptop without the HDD/RAM. If it can boot but you get the no boot device no RAM, that means the laptop works, and most of the time, the RAM has problem. If the laptop does not boot without the HDD/RAM, and may try last method, find the CMOS battery to clear the CMOS to see that works for you or not.

it turns on but only for a few seconds. Whenever i drain all the power from the unit it'll stay on for about a minute but then it''ll start doing it again.
