Building new Pc Help is Extremely needed

okay guys my spec's now, is
asus P8H61-M PLUS V3
i3 3240
2x4 gb gskill ares 1600 ddr3
msi gtx 960 4gb
..............................................

so my general aiming is the best version i can get of 1070 ( my thoughts is evga SC or FTW )
i want skylake processor i5 at least
8 gb ram but ddr4 this time
best budget motherboard ( what is the alternatives ) because am from egypt and sometimes some options is not available
my gaming will be on hdd 500 blue, and 1080p resolution not planning to upgrade, and about the power its Seasonic 500+ i don't remember was it 520 or 550 version :D but should be enough if am not mistaken
the case is TT and it have 2 fans at top, one on the back, its quite good for me so far
my budged is around 700$ more or less ( but please not more :D as much as possible ), am very noob i know , and that's why i need all the help i can get <3

(~400£) For the GPU, I recommend getting the cheapest 1070 you can find that does NOT use the stock cooler. Those things are LOUD.
(~100£) For the CPU, I recommend keeping your current motherboard and getting an i5-3570, as it's 50% faster, and makes things much cheaper and easier if you don't have to change your motherboard.
(~40£) For the PSU, just get one thats 500W+ from a reputable brand
Finally, for the case fans, I suggest only using 2 fans, as adding more after that is pointless, and will just make more noise.

i will honestly think about that, but the i5 am aiming generally was 6500, so if you're sure 3570 is still faster, that would be amazing yet am looking into all the responds you guys will give me and i will try to figure what's the best <3

yeah i realize that, in fact i will sell my specs, i considered its price, which is around or more 4k egp, 285$ more or less, correct me if am wrong here, am not that good with used parts, and i already trying to get something good, the 1070 prices are going ups and downs btw 5500egp to 6000, i5 6500 was for 2600, the whole budged is 10k, 8gb ddr4 new, here, 600egp, so what is the thoughts here?

The 6400 is equivalent but not the 6500. Skylake is about 10% faster than Haswell, So a 6500 will be about 15% faster than the 3570.

no i did check that several times, ivy bridge is out of the lines now, its seriously new generation is a must, skylake is final i guess, i5 6500 is my lowest, 6600 is my highest, and yeah the motherboards are really one of the most budget eaters, i mean there is one for 1000egp, but ddr3 rams, and capable of skylake, and there is another but for 1600 but ddr4, and i can't get a combo, the main things am sure of its as i said evga 1070 as it have the most performance ( SC ), i know how to oc, but i hate it, so the factory OC, will be much more helpful, i don't care about the noise that much as well, and processor must be skylake, ddr4 ram ( or ddr3 ), if it means lower price board, ( yet good enough for that combo ), and it means i will keep my g skill ares , which leaves us just with the prcoessor, and i appreciate your help guys so much thanks thanks from the bottom of my heart <3

i know your point is to put me in the budget <3, but no skylake, lets play around the motherboard - ram, maybe the versions of the vga, or might expand the budget a little, lets just see the options here
