-> the pentium runs even with the 6300 even better on some games, and has got an upgrade path.
-> your powersupply has got a really bad 12v rail.
-> the ssd loads programs quicker, boots faster up, and is enough to fill a handfull triple a games (witcher 3 gta 5 and other stuff).
if its full add a 1tb hdd later, its plug and play.

Your GPU is not on par with the new ones. If that was upgraded to a RX 460 or GTX 1050, then that should do the trick.
 
you will not do 60fps medium settings at a $400 budget ,its not possible.thats about the best I can manage
