I am lagging from 19-23

Like for some reason my internet is normal any other time of the day but at 19-23 it goes ape shit, how do I fix this ?

you can't. your location (being it the fibre cable or the DSLAM/ISAM/whatever) is probably overbooked, so in the evening when there are more people home and using the internet you get lower bandwith
basically you can't do much but complain to your ISP but check first that it's not on your end (for example parents/siblings/roommates coming home, using up bandwith or some weird trojan on your pc that's active in that time)

As @Isokolon said its just prime usage time so the bandwidth for your area is being shared out amongst everyone using it. I have the same issue with Virgin Media, we pay for 200mb and get at best around 5mb in peak times. The only thing you can really do is check that no one in your house is using all the bandwidth by being on Youtube etc.

yeah but, problem is I was alone at home and nobody was using the internet except for me, and my ping is normal when someone else plays/is on the wifi could it be possible someone is hooking up to my wifi and downloading at that time?

 
as someone working for an ISP, repeatedly complaining to your ISP and letting them create trouble tickets does help if you're persistent enough as they sometimes decide on which location to invest sooner than later by the number of complains they're getting. only works though if there's at least a little bit of competition in the local market

and no I don't think someone's sharing your wifi. that's utterly rare.
