Cpu fan spins for a few seconds then stops

Hi, I have recently built a new Pc and am seeing the following issue.

The CPU fan spins for a few seconds then stops, the PC will not boot, there are no displays on the motherboard screen.

I had this issue before and after trying a different PSU and it worked, I therefore sent the PSU back, however the replacement PSU has the same issue.

The following is my Pc spec:
i7 6700k
Asus maximus viii hero
Corsair rm750i
Mains George Gtx 1070 Armor

Am I just unlucky and have had a second faulty Psu or is there something else it could be?

Sounds like your build isn't POSTing. Try taking out and putting back in the RAM. If it still doesn't work do the same with the CPU.

Can you post a picture of the motherboard, graphics card removed?

And I have tried reseating everything last time and it had effect

No sorry I meant it had no effect, I can switch to my backup Psu and it works without any reseating

Then it looks like a faulty power supply. Can you test it with different pc?

Unfortunately it's the only Pc I have, it's just hard to believe I have received a second faulty PSU considering Corsair claim they test all PSUs

It might be a cable issue. Hard to say. Can you return it and buy different one?

Not easily would have to send it off and wait a couple of weeks for a replacement, want to exhaust other options first

If removing the 8 pin power cable and starting the board, do the case fans spin without restarting?

Yes I tried removing the 8 pin cpu connector and exactly the same thing happened

If leaving only CPU, CPU fan installed, both 24 and 8 pin power cables connected, no other wires/components, just the power switch and starting the board, does the CPU fan still restart?

Yes just tried with only cpu in motherboard and both power provided and I get exactly the same issue

Since different power supply does work, I see no other option than to return the RM one.
