Crackling noise r9 290x

I just installed an Artic Accelero extreme iii on my R9 290x and the computer would not start afterwards and the motherboard had the VGA light on. I went and grabbed my old 7770 and the computer started right up. Thinking I missed a few components with the insulating tape shipped with the new cooler i went back and re-taped some of the components. Now the computer still won't start and there is a faint crackling noise from the card. Any suggestions?

the rest of my components:
RM1000 Corsair PSU
24GB ram
8320E overclocked to 4.1Ghz
Windows 10.1
HD7770 (temporary)

I would suspect that you missed/damaged something mounting the 3rd party heatsink and ended up damaging the GPU. I had a similar experience mounting a similar Accelero to a Radeon HD6970 a couple of years ago. It is easy to miss something and have a bad outcome.

Will the system start with the HD7770 installed?

Yeah, the system, starts and runs fine. I'll check again to see if I missed something

Yeah, it still crackles. The system starts if it's installed with the 7770 but windows won't display on either card after about 10 seconds. And the power draw seems to be about right for having both cards running. The system won't start if the 290x is the only card installed though.
