Mouse Polling Rate Causes Delay?

So in a lot of games I have had continuous mouse delay and it is crazy annoying, even after acceleration turned off, VSync on, VSync off, Locking to 60fps, etc

For the first time the other day I heard "If your mouse has adjustable polling rate (such as through Razer Synapse, CUE, etc) then a higher polling rate can create delay."

I have yet to try it (Computer being repaired) but I will probably run 125hz-250hz for a bit to test that idea since I've always been at 1000hz except for a game called Combat Arms which doesn't work above 125hz, it's a weird game

Can anyone here give some thoughts on that? Can polling rate affect mouse delay?
 
Solution
Incorrect, mouse polling rate is the amount of times your mouse refreshes per second.
A higher polling rate = faster input device refresh rate, nothing more.
The higher the better.
