Depends what the motherboard is. There are a lot of AM3+ motherboards that have no business running a 125W CPU.

Define "best"
I can not today recommend any cpu that runs on a AM3+ motherboard.
They are all but obsolete, at least for the gamer.
I would recommend the $125 i3-6100

It'll run. And then have a high probability of throttling under load. Budget AM3+ motherboards have a wretched history trying to run 125W CPUs. The VRMs are absolutely dreadful.
