Random Network Spikes/Drops

I am using an Ethernet cable on my gaming PC and my internet is randomly dropping down to 5-10kbs when it normally runs at 60mbps. It happens every 10-30 seconds at random intervals. The result in game is random spikes of up to 40% packet loss, making them unplayable. When I test the speed on speedtest is says 58mbps and 5dL as normal. I have Charter communications as my ISP.
 
Solution
Access your modem's logs. On Motorollas and many other modems the address is 192.168.100.1.
If you see anything saying t3 or t4 timeout errors then the issue is with your ISP.

Is this only with 1 specific game, or any game that you play?
Have you tried downloading a large file from internet to see if the speed remains constant?

check your drivers to as sometimes depending on os configuration to a setting bumped on update had this with an i3 using a wifi card switching to earthnet. check to that your modem isnt capped or getting old.
