Is my gpu bottlenecked ?(not performing as expected)

Hey guys, my config is
ASUS M5A99X-EVO R2.0
AMD FX-8350
XFX Radeon RX 480 OC, 8GB GDDR5, 256-bit, Custom Backplate Black
HyperX Savage Red 16GB, DDR3, 1866MHz, CL9, 1.5V, kit 2x8GB
and some Xilence psu 700-800W
For example in Overwatch at 1920x1080 and all settings maxed out I get around 37-45 FPS. And on GTA 5 on high-ultra settings I am getting around 25-50 FPS, with an average around 30.
These are the frame rates that the RX 480 can produce or is something wrong in my config ? If I add another RX 480 to my config will it improve ?
Also I am running Windows 7

So it is just a driver problem for now ? I also forgot to mention that I have 1x 60gb SSD for my OS, 1x 1TB HDD 7200rpm 128mb buffer where I keep my gaming library and 1x 1TB HDD 5400rpm where I keep movies and such.

Strange, I was getting 60 fps on Overwatch max settings 1080p with my Fx 6300 and Rx 480. Maybe a recent patch killed it. Is your 8350 overclocked?

The Rx 480 isn't the issue, It has to be something with your processor. I have the exact same 480 as you and its performing very well.

Yes, but not much, only at 4,2ghz since I didn't found a better solution for more.

I am not getting any warnings during playing any game, the warning is displayed at 65 Celsius degrees and above. It is overheating only when I put my feets over the case, the cpu air intake is on the top of the case, but it's cooling down after few seconds. Other than that no heating problems, it goes to a maximum of 60-62 degrees on the intensive games.
I am going to do some benchmarks and post them soon.

Here is a benchmark I just did with Heaven Benchmark 4.0

60Gb SSD? Is it a very early model?
 
Usually amd overdrive measures the temps using thermal margin, how many degrees until throttle. If the program is reading 62c under load are you using overdrive or something else to monitor temps? 60-62c sounds like you're really close to the thermal throttling point. Are you using an overlay program like msi afterburner to show clock speeds during games, is the clock speed dipping or is cpu usage suddenly dropping? Those are usually indicators of throttling issues. I'd be more convinced temps weren't causing an issue if they were more like 52-55c on that cpu.

What cooler are you using? Is the cpu stock or overclocked?

I was using the function from AI SuiteII to see the temperatures. And for cooling I am using the Cooler Master Hyper 212 Evo.
I will provide tomorrow an in-game footage using the MSI Afterburner to display the informations needed.

I will get overdrive when I will get home and I will try to see what temps is showing up, I also decided to get another RX 480 to try Crossfire and see if there is an substantial improvement.
