It shouldn't have too many problems playing on high settings, you may have to adjust some settings though.

Depends on what CPU you're running too...ArmA is an extremely CPU heavy game and really poorly optimised for multi core processing and hyperthreading. Its all about performance per core.

i5's work well with ArmA, one of my friends uses an i5 4690k w/GTX 970 and gets 60fps+ on high so the specs you're thinking of should easily be able to do High / Ultra with a few obvious settings toned down to high/medium.
Its generally AMD CPU's that are awful on single core performance.
