Using 2 graphics cards

I have a nvidia gtx 1070 and I'm wondering of I van use my gtx 970 on the same build. I'm not sure what i can do if it does work and I want to use it to hopefully run 2 depreciate monitors so I can game in 4k on my main screen with my 1070 but use my 970 to have the stream going on the other screen so it's not using as much stress on my 1070 to run both screens... if that's even possible I'm not very tech savvy when it comes to things like this. Thanks

Yes you can run both cards in the same rig assuming your motherboard has two PCIe x16 slots which can run at x8/x8 with 2 cards installed and your PSU is up to the task.

You can, but no point really. The 1070 should be able to run all that on its own.

I was wondering if you should use other cause my fps drops to like 20-30 running 4k when I stream using both monitors but one monitor it goes back up to 40+fps so I'm just not sure
I gave a skylake i7-6700k with a ga z170xp-sli mh with 16 gb ddr4 ram and a gtx 1070 with a corsair cx750m psu

Running two GPUs will not improve your FPS.
Also, you shoudl change your PSU if it's the older, green labeled model.
