New gpu freezing on startup

About 2 or 3 months ago I was playing a game of CSGO and my computer stops displaying a picture, I eventually determined that my gpu(gtx 680) was the problem, I took the gpu out and ran the computer just fine with on board Intel graphics. So I thought that all I had to do was buy a new card. Yesterday my new card (gtx 1060) arrived from newegg. I unboxed the card with static protection, put it into my computer correctly and inserted the software disk as well. I even went as far as deleting all the old software from my old card off of my computer. So I power on and it POSTs fine, the fans work properly and the led lights come on but once windows (windows 10) tries to load it freezes, the lights on all my peripherals shut off as well and I have to turn off my computer manually. I can get windows to come up on safe mode but that is all, low resolution mode does not work. I've even gone as far as doing a hard reset on my computer, without reinstalling windows though.
