Gaming Build for under $800

Hey guys,

I am that guy - the broke student. So I have an $800 budget (not including peripherals which I already have) for a new gaming PC. Could you guys help design a build that will kick a console's ass? Would like 16gb DDR4 RAM (any speed or latency) and 1070 if possible to squeeze in, 1060 6gb if not. CPU doesn't need to be awesome, just good enough to avoid bottle necking. Given the budget I will obviously be playing at 1080p (144hz 1ms refresh time). Thanks for the help all.
