My RAM is at 96% or higher at the first moment after i boot up my pc. not with a single thing opened. If i open spotify and only spotify the music would be laggy and if i open any browser while playing laggy music my browser would use 5 min to enter a website or even freeze for a min. I have anything unnecesarry disabled thats scheduled to start when bootup. I have an AMD GPU and CPU and have 16GB RAM.
If i add all my processes up i would not be near 16 GB.
