My "High end" PC has an extreme FPS issue.

Can barely keep most games at even 60fps, At 1080p

After getting my new decent PC which i'm planing to upgrade again soon, I noticed stuttering and frame drops in very old/modern games, Ones which never occured with my last PC.

And I just know I should run games atleast at 60!

GTX 1070 Armor version thing

DDR4 16gb ram

Z170a motherboard

I7 6700K

750w. I know it isn't the beefy deep details you xXx_ProEngineers_xXx need but I should be getting atleast above 80 in old games and atleast like 60 in GTAV. What could be the problem? Could it be my 60Hz random samsung screen I picked up for a cheap price? Could it be because i'm using win7 pro? :( I really can't understand why, Please reply and thank you.

What CPU are you running?

Check for updated drivers?
no overheating components?
no failed OC?
Check to make sure your virus scanner reports no viruses.

When your games are stuttering, alt-tab out and check to see what task manager says. is your cpu pegged? did something eat all your memory?

I still run win7 pro and FPS is fine in games with a "old" gtx 980 even running at 1440p, so chances are its not your hardware -- unless something was DOA.
