Is my GTX1070 Artifacting?

I started noticing when watching Youtube videos, or Facebook videos, that there would be black boxes EVERYWHERE all over the video for a couple seconds. I think it just started happening yesterday. I turned off the computer last night hoping that turning it back on today would just fix it. nope. still seeing artifacting on videos when i watch them. I never overclocked my video card. it's a EVGA GTX 1070 SC acx 3.0. Any ideas? Is my video card just going bad? maybe these new drivers are bad? I haven't installed anything new for quite a while.

specs are:

FX8350
MSI 970 gaming motherboard
EVGA GTX 1070 SC
Samsung EVO 850 SSD.
16gb Ripjaws
EVGA supernova 850 G2 power supply

There is an ongoing recently discovered issue with the GTX 1070 and micron memory. This might be your problem. Fortunately EVGA is one of the manufacturers purported to have a BIOS update that addresses this. If you use GPU-Z it should identify if your card has micron memory.

Also agree to check your drivers.

Ok. I downloaded GPU-Z. It does say I have GDDR5 (Micron) memory. my BIOS Version is 86.04.26.00.70

Do you believe my BIOS version is the cause?

Well I ran the Bios update, and it didn't take. I disabled the display driver in device manager, and it also didn't take after trying to update the bios again..

For anyone else having these issues... the pixelation on the videos were actually caused from google. was able to fix that by going to google chrome>settings>show advanced settings, and resetting to default. To update my bios on the GTX 1070, i actually had to call EVGA tech support, and they emailed me a .exe file to run before being able to actually update the bios of the video card on AMD platform.
