Extra drive keeps locking up at 100% utilization and 0 KB read and write?

This is getting old. I have an issue and I think it's to do with Steam. I had another storage drive do the same thing to me. It too was used as a steam drive. For some reason the drive will freeze up with 100% utilization and 0 KB read and write. It will crash or just not open any game when it starts this. I could not figure out the issue and ran scans etc on the old drive and it came back clean, but was sure it had to be the HDD. I have a clean install of windows 10, a new mobo, and the other drives work fine. So, I returned the old drive and got a new one in a different brand. Now its doing the same thing at random.

It will download games onto itself alllll day. I can sometimes get it to let me play and other times it will lock up like it shows in the picture below. I have cleared steams download cache. I have googled for the issue. I have done everything I know to do. Any suggestions? I doubt its the drive. What could cause it?

It could be the connection, that is causing 100% utilization with 0 KB read and write.
Have you used the same cables with both drive? If this is the case, it would be nice to attach the drive with different SATA and especially power cables. You can even attach it to another port.

It would not hurt to test it as well: http://www.tomshardware.co.uk/forum/282651-32-best-diagnostic-testing-utility
If there's something wrong with it, just back up the data.

I do have a SSD boot drive. I'll look into this as well. Thanks!
