Issues with USB Ports amongst other problems

Hello,
I am currently having issues with my computer and I honestly don't know what's causing any of this to happen. I'll just list the issues I am having and then list my current computer specs. I'd like to know as quick as possible to avoid making a purchase I may not have to.

Problems:
-My USB ports seem to not be sending any media through, but they do charge/power on devices.
Details:
One day while I was messing around with my config settings while setting up my computer(before you tell me not to do this, I've already made the mistake and plan not to do it ever again unless I am sure that I know what I am doing), I selected some sort of usb mode from within the boot config and the pc started fine. I go to plug in my phone and the computer crashes, and my phone blue screens. Yeah. It blue screened my phone. So I assume some sort of malfunction with power direction happened here and after I switched the setting back, all my ports seemed to not function anymore(transfers power fine, wont send media or detect devices).
-Random Lag
Details:
Not much to say here, I don't really know if it's related to what happened with the usb ports or if it's just because my graphics card is old(3-4 years).

Processor: AMD FX 4130 Quad core 3.8Ghz
RAM: 1 x 8gb Crucial Ballistix Sport
HDD's:
Seagate Desktop HDD ST1000DM003 1TB 64MB Cache SATA 6.0Gb/s 3.5" Internal Hard Drive Bare Drive
Western Digital WD Green WD5000AADS 500GB 32MB Cache SATA 3.0Gb/s 3.5" Hard Drive Bare Drive
Power Supply: Unknown, I can open it to find out if it's necessary information.

1) The first thing I would do is go into your BIOS and reset it to default. There is always a 'restore to default' option somewhere in the BIOS, so you'll just need to look around until you find it.

2) Lag could certainly be related to your CPU or GPU, as they are fairly long in the tooth at this point for intensive programs.

3) If you also messed around with settings within Windows itself and the BIOS reset doesn't work, you might also consider a full re-install of the OS to bring things back to center again.

Before going as far as an OS re-install though please let us know how if the BIOS reset fixes any of your issues.

I've already tried #1 & #3, but neither of them fixed my problems sadly. As for #2 I am working on getting a better graphics card and processor currently, but am lacking the funds to do so. But I shouldn't be experiencing the lag issues I am experiencing, games that used to run fine before are slowly bogging down and it seems to be in slight direct correlation with what happened when I plugged my phone in. Because ever since then, this computer has had issues on top of issues with things not functioning properly. I don't know what course of action to take as resetting everything has done nothing for me. It could just be that my hardware is old and slowly giving out on me, but I'm not an expert on these sort of things so :p I come here for the answers(hopefully)
