monitor glitches out when turning on but only one monitor out of 2

So i recently when booting up my computer seems to glitch out but after i set my computer to sleep and turn it back on the problem seems to be fixed but this is a very bothersome so i was wondering if there was anyway to fix it.

seen it before, bad graphics card driver. wife had 2 screens running and the latest nvidia driver put one into that exact position, clean wipe with ddu (display driver uninstaller) and install a known good version.
