So, I seem to have run into a problem with my Realtek RTL8191S USB wireless card that did not exist until a couple of months ago- more than 2 years after I started using it. The problem is not constant- it seems to be triggered by rebooting my wireless router (either manually or via an automatic soft restart). The problem can only be 'fixed' by restarting the computer, and it won't resurface until the router reboots.
There are two symptoms that I have found so far- one is an extreme slowdown in network speed and an intermittent connection. The other is far stranger, and, despite the 10+ years I've spent working in IT, I have no idea what could be causing it. First off, it can only be observed while running a "ping www.example.com -t" command in the command prompt, and observing the ping times. Here's the pattern that emerges:

Unplugging/plugging the network card back in does nothing. Neither does uninstalling/reinstalling/updating the driver software.
Running a ping test from my Galaxy S4 connected to the same network yields ping times that are consistently around 30ms, not increasing, decreasing, or displaying a pattern anything like the one I get on my computer.
Does anyone have an idea of what else I could try to get this thing to stop doing this? At this point, I'm rebooting my computer about once an hour, and it's getting quite annoying. I would rather not have to buy another network card, if possible.
