I would not worry about bottlenecks in your system, it's too low of a budget to get a good match and get speed in games.

Your best bet is an i3-6100 CPU and the RX460 card. Or get that dual core Pentium for 1151 socket and eventually upgrade to an i5-6500.

Or get an i5-6500 card now and just run on the onboard graphics on low quality for a bit till you can get some money for a video card. That way you are not buying things twice.

Since you already have a dedicated GPU you don't need the A series processor. Go for the FX series for more power. And get a Hyper 212 EVO cooler.
That motherboard is for Intel CPU's, you're looking for a MBO with a FM2+ (for the A processor) or the AM3+ (for the FX processor)
 
Get a new 7200rpm hard drive.

Your budget does not include a Windows license, that is about $100.

Power supply and CPU are not good but you can't do much there for the prices you are looking at, just don't expect good results if you try to turn up the game options. And someone already mentioned the CPU won't even work in the motherboard you picked. I'd get an FX-4100 over an A6, but that is also not the best pick, i3-6100 is better, or FX 6300 if you can't spend the $120 for the Intel CPU.

I dont need an os already have one, im not going to do any intense gaming, ill probably just play minecraft rocket league and csgo idc if i would need to lower the graphic settings would the fx 4100 bottlneck the gpu?

Both are a waste of money in all honesty. You can afford a build with an Athlon X4 845, so try that path. Here's a build for the same amount of money but better performance in games.
