vsftpd 3.0.3 install \ config on RHEL 6.x

So if I install vsftpd v2.2.2 via RHEL 6.5 package manager how do I upgrade to v3.0.3 ?

RHEL is a stable long term package base. That means it has older, but maintained packages. vsftp 2.2.2 is all that is supported on RHEL 6.5. If you want a newer version of packages use a distrobution that has updated packages. RHEL7/CentOS7 has vsftp 3.02 for example.
vsftpd is present in most popular distributions, so you shoud install it thru package manager, not from source / binary.
Step back all the changes you made with your tries. These guys usually provide quite good tutorials, and this one uses standard "yom" method.

Don't jump immediately to the S (SSL) part of the FTP(S), make sure your standard FTP works as intended.
