Having an issue with the fan on a Gainward GTX1070 'GLH". Whenever I run a benchmark, play a game or manually set the gpu fan into motion it goes to what it should but then seems to lock at that speed. For instance if I use the gigabyte expertool and set the fan to 100% it will go to it and the display will read 100%, if I then set it to 0% it will stay at 100% but the display will read it is at 0%. It has dual fans and the other one will just stay at 0% once the lock out happens.
Thus far I have tried to no solution:
-Flash latest bios
-Remove all video drivers (Removing it will set the fan to 0, but a restart will reinstall the driver so the problem continues)
-Remove video driver using DDU and install various different versions (All have the issue)
-set fan speed with other programs like msi afterburner
This issue wasn't happening for the last month since I built the pc.
