High end 1060 or low end 1070

I have an i5 4690k, looking to upgrade my GPU to either:

Which one would be better to upgrade to in the long run? Looking to play modded Arma 3 at high-ish settings. I hear that the MSI 1070's blower isn't very good, and limits it a bit, but does it limit it as much as the ASUS 1060's performance?
 
Solution
Provided your have adequate airflow, a reference 1070 should be the greater performer, longer - and will help at resolutions above 1080p.

If you have no intentions of gaming above 1080p, then a 1060 (6GB) is fine too - the Strix should allow some additional overclocking too.
