Specs:
Asus M5A99X EVO
AM3 Phenom 2 56] Black edition (other two cores are dead)
16g Vengeance Probably 1600mhz
XFX Radeon HD 6850 Black Edition 1gb

Looking at the FX-9590 for my Motherboard, but I know it's a 220w.
I couldn't find any answers to what my max wattage was.

So whats the fastest compatible processor under $250. Or should I just wait and upgrade my whole rig? I really don't want to spend over $600 on everything, but yet want the best im the AMD world.

Solution
No don't do that it's a waste of cash.

Do look at some benchmarks for the RX480, GTX1060, 1070 and 1080.

The new gpus use less wattage. You could go with the skylake i5-6500\ddr3 board combo i had above and a faster GTX1070. It's still about 180 watts and not much more than the HD-6850. The Skylake i5-6500 and board uses less power than what you have now so it should still run on what you have now.

Please look at some benchmarks first.

In my opinion the FX 8350 is the best, but in saying that... AMD CPUs are like 4 years old now. You would definitley see better results upgrading your whole system to an INTEL based system but that would be somewhat expensive.

May i suggest...
1st get the $30 PhenomII x4 cpu and get it working again as a quad core.
Because of the smaller cores and resulting poor single core speed, the FX cpus don't do much better in gaming than the old PhenomII x4. The X6 is known to be fast and it's about a tie between that and the FX8350. But used is a chance, so it's better to gamble $35 than $116.

Then..

By far the PhenomII x4 3.0ghz cpu\RX480 combo will totally beat the i5-6500\HD-6850 combo in almost all games.
Only a select few that are cpu intensive will do better on the i5 system.

The RX480 and competing GTX1060 both beat the old HD-6970 and GTX580 but use about the same wattage as your HD-6850.

No because i picked a DDR3 skylake board.

-His AM3 board need the bios updated while running the old PhenomII cpu. It's a Bulldozer board.

To be honest, i would go with the $30 phenomII x4 or skip to the much faster i5-6500.

The PhenomII x4 should overclock via a fsb overclock to match my A6-3650@3.56ghz.

I am basing this on the fact that my similiar A6-3650@3.56ghz that uses the same cpu cores as the phenomII works really well for 1080p gaming with a GTX680.
The RX480 toasts the GTX680 while sipping even less power.

Ok here is a good example because i also have doom.
On my system A6-3650@3.56ghz\GTX680 at 1080p similar settings, i get about 55-60fps when gaming.
(About the same as the 380X on the chart, which is close in speed to the GTX680)
