Can this build play games decently?

1tb W.D Hdd
8gb kingston hyperx ddr4
Atx casing with 700psu

Can this play witcher 3 and other Triple A games?
will my graphics be enough?
And thinking Just upgrading my psu later cause im really lacking the budget

It would be ok. The GTX750ti is not a very good buy right now. You can usually find the much better RX460, R7 370, or GTX950 for about the same price. The new GTX1050 should be priced about the same too.

The advantage of the GTX750 is that it runs off of the MB expansion slot without a power cable from the PSU. If your PSU doesn't already have the 6-8 pin cable then it becomes a good buy. If you already have the cable then not so much. It is a little stretched at 1080p reolution. But if your budget has you running a 720HD TV for a monitor it's a solid performer.

I hadn't looked at the new 1050s. The 950 dropped the ball on this aspect of budget gaming cards. Thanks for the heads up.
