ethernet cable working on laptop and not on built pc

i need help,(i the cable i have is cat5) my ethernet cable is working fine on my laptop and gives me the 100kb/s (im used to slow internet, dont have the luxury like others do) im expecting, while on my built pc it only gives my enough to get on youtube and then drops down to under 10kb/s until it after 10 sec stops and continue to say im connected to wifi even thou i cant get on any site. i have tried turning off and on my router without much luck. i have tried troubleshoot and it said that it was a DNS server problem but i tried to fix that without much luck.i have installed the drivers that was on my motherboard driver disc on my pc and sins i cant get on net i cant download any newer drivers.

Then logic dictates something wrong with PC, yes am Mister Obvious :D

Be sure you are using latest LAN driver from Mobo's vendor, not Microsoft, then if W10 it better be W10 certified, else crap shoot.

If you are using DHCP as everybody should, (if) DNS problem affect everybody, no just one machine.
