PC won't boot after attempting to overclock, help please

OS: Windows 10
CPU: Intel Core i5-3470
Motherboard: ASRock Z77 Pro4-M Micro ATX
Video Card: Radeon R9 390
Power Supply: EVGA 750w B2

Recently I attempted to overclock my PC using the Radeon Catalyst Control Center. I'm not at all experienced in overclocking and made the careless mistake of overclocking without knowing how to do it properly. I'm not sure how much I overclocked by, but as soon as I clicked "apply" I got MAJOR artifacts on my screen and immediately turned off my PC. Now when I try to boot up, the fans spin, but I get no video and no lights to my mouse or keyboard. What can I do to fix this? If I permanently damaged any parts, what needs to be replaced?

Solution
Clear the CMOS/Reset the BIOS.
check the manual for instructions on your system
or remove the battery from the motherboard and leave the computer unplugged for 5 minutes, replace the battery and plug in computer, try to boot again.
