Asus Z97-WS "CPU fan error"

Couple of months ago I started getting an error when booting up my PC that read "CPU fan not present" or something like that. Naturally I opened the bios to find that my cooler was running and the CPU wasn't hot in the slightest. I came here asking what the issue could be. Some fellas said most likely my AIO water cooler. So, I bought a new one about a month ago and ended up the error was still occuring. Which leads me to believe it could be my motherboard.

I'm not the most tech savy guy, I can build them and fix very minor problems but this is out of my league. I'm considering getting a new motherboard.

(Keep in mind there it isn't a major issure. I just reboot my PC a few times and eventually it will stop erroring and I'll get to windows. Just has gotten to the point where I leave my ocmputer running for days on end because I don't want to deal with the hassle of booting it back up.)

Another important piece of information is if I have to restart for driver updates or anything the PC comes on with no issues. The error only happens if the computer has been off for a long period of time or "cooled down".
