Asus Strix GTX 1080 fans won't turn on

I just bought an Asus 8G GTX 1080 to set up in a new build (specs below) but the fans won't turn on even if the GPU is under load. The spins will spin for a couple of seconds when I turn the system on and not work anymore. To put the GPU under load I tried running the FurMark stress test and playing three movies at once.

I have tried using NZXT CAM, Corsair Link and the BIOS to monitor the GPU temp and fan speeds just to make sure that it isn't an issue with the software.

The GPU has two connectors on it: one 8-pin and one 6-pin. The PSU i bought didn't have an 8-pin connector that I could plug into the card so I used the Y-splitter that came with the GPU, which splits the 8-pin port into two 6-pin ports. Currently I have both 6-pin ports from the Y-splitter and the GPU 6-pin port connected to the PSU through 3 separate cables. I have also tried connecting only one of the Y-splitter's 6-pins but that doesn't work either.

Could this be an issue with the drivers, an issue with the power being supplied to the GPU or a faulty GPU?

External fans connected to the end of the card at the pins, or the 3 fans on the card.

If it's externally connected pins, by the two 4 pin PWM connectors at the end of the card, those only activate at 60c+ unless you force them to be on at all times, but they only turn on at 50% or higher when connected to those slots. If you want them to run otherwise, you have to connect them to the mobo. I just found this out on my own rig.

If it's the ones on the card those only activate at 40c without manually turning them on, or turning off "quiet mode"

Make sure you're powering the card correctly too. Look at my setup.
If you look closely you see a 6 pin cable that comes out, that has a loop with a second 6pin plug. Each one has a small 2 pin connector that comes off it, to supplement for 8 pin connections.
