Is my gaming set up / rig underperforming?

Hey guys. I've had my specific gaming rig for about 2 years now and i've always wondered in the back of my head if my rig was just mediocre at best or if it was underperforming. My first setup was r9 270x, fx-8350, 8gb ram. I recently switched the graphics card out with a gtx 1060. Should be quite the upgrade. The game I mostly play is overwatch. With my previous build with the r9 I used to maintain 110 fps max, 90 most of the time, and down to 65-80 during huge teamfights. With my new settings I get 110-130 max during 6v6 games, 100 constant, and down to 80-90 during big teamfights. I play on all low settings, 1920x1080 resolution and 100% render scale. I feel like something is wrong and I'm not getting the performance that I really want since I set everything on low. But perhaps I'm delusional. I'm just asking for advice. And if my rig is underperforming how do I figure out what's causing the issues? Do I need to give you guys more information about my pc? Any advice is much appreciated thanks alot!

If I'm reading the specs right, the 8350 starts thermal throttling around 60c, so that could be something to look at. You can try simple things first. Clean the heat sink with some compressed air (or blow through a rolled up piece of paper), same with the fan except hold the blades still. See if it runs better with one of the side panels off so more air can get into the case. If that last works, you may want to see about adding case fans to push-pull more air through.

And as always, replacing thermal paste and reseating the heat sink if you're comfortable doing that. But I'd try the other stuff first to see if it makes any difference first.

Well just looking from task manager, none of them are hitting 100% as we speak (while I'm just browsing the internet). The overall average for all 8 cores seems to be at around 10% usage as of right now. What should my PCU usage be usually? As well as my memory usage?

Looks Like I'm hitting 50-65% pc usage on average while fighting training bots on overwatch.

EDIT/UPDATE: While I'm playing real 6v6 matches it looks like i'm hitting 70-80% pc usage.
 
Have you ever tried playing on higher settings with the 1060? If your fps don't drop much, it'd be a pretty good indication your CPU is the limiting factor. You can also try doing a light OC (or even an underclock if you're uncomfortable with OC) of your CPU to see if fps changes at all.

Now that you mention it for alot of my games the fps doesn't change as much as I would think when I do go from ultra to very low. So my CPU being the main bottleneck could make alot of sense. I was wondering however, could my CPU be somewhat faulty? Or could I have somewhat fucked up the installation of the CPU? Is the FX 8350 that weak to the point where even with the gtx 1060 I can only pull 80-110 fps on all low settings for overwatch? Not to mention as of right now I'm getting 90 fps oon all low settings for csgo (max res).

So while I was fishing around and looking for answers TMTOWTSAC told me to check my CPU because there's a good chance that it's bottlenecking my rig. I followed his last steps to clear my CPU of dust and what not. As I'm cleaning my CPU I noticed that my ram was installed a bit oddly (idk it just triggered me). So I did some research and I realized that I needed to install my 2 sticks of 4gb ram in the same color slots to fully utilize the ram. I made that chance and installed the ram in the same color slots and wallah. For two years i've been a complete dumbass. Now I average a constant of 160-170 fps in overwatch.
