Fan Issues - ZOTAC GeForce® GTX 1070 AMP Extreme

Short Version:

My card did not turn on fans as I was playing GTA V and it got to 94°C.
I did not turn of the fans manually. I do have a custom curve, as pictured down.
My guess is that the original Firestorm from Zotac, did this, turning it on turned the fans automatically on and cooled it down in a instant to 60°C.

I am worried, it will do it again, or that I damaged the card running it for few hours without the fans. Anybody with similar experience?

Long Version:
This is my third GTX 1070 (first GB Windforce OC - Coil Whine, no backplate, Palit Super Jetstream Coil Whine + Fan too loud) I really do not wanna go anymore to the shop... they know by name now ... returning and exchanging stuff.

Anyway the issues. This card can't run the fans under 28-31% - setting of the Fans Speed, not the cards power, no idea if its around 1000RPM or so. So it turns on and instantly off when the temp hovers around 50°C. (Which was funnily described as a "Feature" by a youtuber, which is why I bought it, being soo "silent".....)

Issues:
1. There is a sub noise to the fans when running, not able to identify it, but it is of the whine variety, like if the fans met some resistance, or some other part being engaged?

2. There was/is (getting used to it I guess) a click sound when shutting or turning them on, no idea which it is, as it happens when you leave the fans on auto and it does it each second...

3. This is actually the reason I am making this thread. I have the fans set up to a custom curve. At 50°C to run 30% (They start spinning for me at 28-29%). Anyway for whatever reason today it did not work and I was running GTA V (all maxed out) for couple hours without the FANS . I use a headset, but in the silent parts the PC was too quiet, so I checked HW Monitor and sure enough , the card was at 91-94°C and Fans were off. Firestorm was not running so I turned it on and it got down instantly to 40°C (Whilst gaming it is around 60°C max 70°C)
Should I be worried? Now with all the EVGA issues, and VRM's burning etc? (I know the issue there is they are not even cooled passively, but in my case... there was no cooling) What should I look for or how can I test it? Have one more week to return it, before it would have to go to repairs if something happened.

Also anybody here that it happened to too? I think the reason why it shut of, was the Firestorm app, not able to run in background properly or at all. Did not know, that in this day and age, you need to press minimize and the X actually closes the program without applying some defaults?

Some of the high-end cards have automatic fans that instantly spin when they reach a certain temperature, and spin faster if the temps go higher, and turn off at safe temperatures, to keep the lifespan of the fans optimal. If you mean by 28%-31% power, it's likely that the fans don't have enough power to spin, just like my case fans, if I set their power below 20%, they will just turn off. What software are you using to control your fans?

NEVER KEEP A GPU RUNNING WITH THOSE TEMPERATURES.

Sorry, but I got lost in your paragraphs, can you please tell me the issues in short?

94°C is not a safe temperature by a long shot. From what I gather, auto setting turns of the fans to constant running at 60°C . I set it up at 50°C to 30%

The issue is, they were off. I have a custom fan curve setup, due to the issues Zotacs have under 30% of the Fans speed (nothing to do with the Card Power setup) as I described.
However this was all ignored, auto and advanced, both the same and the fans were completely off at 0 RPMs

This should have not happened with any of those settings. Yet. somehow it did.

EDIT for ravenjedmanicdao.

At 60°C the fans should have been spinning at 40%. and going only up. Even if the 30% was not safe to turn them on. At 60°C they should have been already running.

Also under 30% the card has the issue of on/offing the Fans.

so the issue is not that there was not enough voltage, power or etc to turn them on. The issue was, they were suddenly off!
