MSI R9 390 no display, no fans spinning, only the MSI logo on top o the card lights up

Hello all

I'm currently having trouble with my pc, 4 months ago I bought an MSI R9 390 8gb gpu, I installed it with no problems it worked perfectly fine. Suddenly one day while watching netflix my pc crashed and stopped responding, I've restarted it it boot up normally then minutes later it did the same. I shut down my pc and when turned it back on it didn't respond, it just lit up the fan lights for a fraction of a second and nothing, it wasn't turning on. Thinking that it was my PSU I bought a new one installed it and when I hit the power button my pc did the same thing, just lights up my fans for a second and stayed shut down. While troubleshooting i decided to turn my pc on without the gpu in the pci slot, by doing this my pc turned on with no problem, thinking that magically my pc started responding I shut down my pc, Installed the gpu back but this time when I press the power button my pc turns on fine but my gpu does not display anything and the fans aren't spinning, it only lights up the MSI logo on top of the gpu. Oh, I plugged the old PSU back on my pc just to test it and is turning on my pc too with no problems. Could my GPU short circuited and that was the problem all along ? It does not smell like it had electrical problems.

currently my PSU is a kentek 850W
my old PSU was a thermaltake 800W

Yes I know, I bought it on Ebay for like 40 dollars, I wanted to test it to see if the problem was a bad PSU, should I buy a better quality PSU then?, I tried using the old PSU and it turns on my pc but the GPU stays with the same problem, no display, no spinning fans, just the light in the MSI logo works..
