PSU power output for budget build

Hi there,

I have recently bought a Gigabyte P67 motherboard and an intel i5-2400. My plan is to build a gaming rig capable of playing today's games such as battlefield 1, Forza 6 etc at medium to high quality at 1080p. My next component on the line to buy is a PSU. I plan to buy a graphics card such as an HD 7970 or similar. I might SLI/Crossfire in the future but generally two cards is too expensive for me. (I'm a student so I'm on a budget!)

I found an Enermax 650W PSU on the internet for USD$30, is that powerful enough? Or should I get more wattage to provide scope for upgrading?

If I can stretch to it I might get an ivybridge processor for overclocking in the future, but for now I'm gonna stick with the i5-2400 which I got for USD$30.

I live in New Zealand so parts down here are a little more dear, and secondhand parts are few and far between but it's possible to find some decent stuff :)

So if I have components that use nearly all of its rated constant power that's the best option? If I don't run to its full power, what's the worst case scenario? I read some reviews on this PSU but didn't quite understand the terminology. I don't want to blow up my Mobo or CPU :p
