GTX 970 GPU Usage Dropping Along with FPS ~20 minutes after restart

This issue arose around 4-5 days ago and I haven't found a solution since. Basically, when I have just freshly started my computer after having it turned off for a while, I will be able to enjoy high fps (~300-400 fps in CSGO) in my games. However, after playing for around 20 minutes, my FPS basically plummets to 30-70 fps.

Looking at MSI Afterburner, for some reason my GPU usage drops from 30-40+% to less than 10% in this time.

Does anyone know what the cause of this is and what might be a possible solution?

On second look appears CPU core speeds are abnormally low. Anyone know what might be the cause of this?
