So Which one should i upgrade first?

SUPER BUDGET :(
OS : Windows 10 Pro
GPU : NVIDIA PALIT 210
CPU : INTEL I2 E2200 2.20ghz
RAM : KINGSTON 1GB & 2GB = 3GB
HARD DRIVE : 150GB

So I'm planning to buy these things for 8 months .

GPU : GTX 1050 TI
HARD DRIVE : 1TB SEAGATE
RAM : 2 x DDR3 2GB / 1 x 2GB DDR2

Solution

that mobo supports those processors

assuming your power supply can handle a 1050 ti

as you noted in your post you would also need a new hard drive first, 150gb is not enough

BUT I STRONGLY suggest you not do this, and go with an i3 6100 build

but what if i bought the gpu first? i know it will bottleneck . but if I'm going to buy CPU first that will cost alot of months . because Im gonna buy new motherboard and cpu = $$$.

i want to buy new gpu. to add more fps on my game . because as far as i know the cpu doesn't help that much . except for games that is more on cpu

but if i bought GPU first will it run GTA 5 ? in what settings??

You will be able to run GTA 5 in low/medium settings at 720p. Go any higher and you will start to experience stuttering and frame lags. If you had the i3/i5/i7 CPU's, you could run at the maximum settings possible without any trouble. But, if you don't have the patience to wait, then why not go for 1050 Ti. Otherwise, you are sacrificing more than 75% of its performance due to an extremely low end CPU. You will not get much framerate improvement with that CPU as well.

for the pentium to be any good it needs to be overclocked , that mobo cannot

you REALLY need to be looking at an i3 6100 setup

Your motherboard supports 1333MHz FSB Core 2 Quads up to the Q9650. However, you'd be sticking with a dead-end socket, so going with that LGA 1151 setup might be the better choice.

Gaming nowadays typically likes at least 4 cores or 4 threads, especially GTA5. So an i3 would be much better than the Pentium since it has hyper-threading/4 threads. But you could always upgrade to that later though.
