Please everyone I need help. This only happens in GTA V btw and every other game including Battlefield 4 and Witcher 3 runs smooth.
Anyway overtime, my RAM usage goes up to almost 7.5gb! I saw on taskmanager that my RAM usage is like 90%!!! then I suppose Windows tries to offload this to my HDD which then goes to 100% disk usage and game stutters. I think it is a bottleneck. Here is my video: (I initially thought it is a memory leak, but I think the game just wants more ram)

Anyway, I already did a reinstall of steam and GTA V, Verify cache, update drivers. Nothing... it started going like this after the Biker update. Prior to the update, it was limiting itself at around 70% now it goes beyond ~_~
Should I upgrade to 16gb?
