USB 3.0 performs as if USB 2.0

I built this computer myself, everything works fine except the USB 3.0 ports.

Plugging a device into a 3.0 port prompts a pop-up, "This device can perform faster. This USB Input Device can transfer information faster if you connect it to a Super-Speed USB 3.0 port."

The write speed of a 3.0 USB is identical in the 2.0 and 3.0 ports.
This happens with the 3.0 ports on both the front and back of the computer.

There are no problems in device manager, the Intel eXtensible and root hub drivers are updated and functioning. xHCI and legacy support are enabled in my BIOS. BIOS is updated.

Windows 7 Ultimate 64 bit.
Intel i5 4690k
Gigabyte Z97x-UD3H-BK

Any ideas?
