Yes, but the extent is going to depend on the game, resolution and refresh rate.

Running A Fury X with 9590 and no bottleneck issues here. Maybe if your looking for 144 FPS at 1440P, or going for 4K but otherwise no. Even an 8370 would be good.

especially noticeable if you want to play online, VR, cpu bound games like arma, dayz, h1z1, or have a monitor with higher than 60hz refresh rate

Yes my friend your cpu will bottleneck when you use gtx 1070 because the recommended cpu for 1070 is i7-6700 and it is much better than 9590.you can see the comparison between those two CPUs here http://www.game-debate.com/cpu/index.php?pid=2319&pid2=1875&compare=core-i7-6700-4-core-3-4ghz-vs-fx-9590
not to worry though 9590 is a bit old but still a good cpu.

A GTX 1060 is about the top GPU that you should consider with an FX 9590 and even that will have a fairly substantial bottleneck in some games.
