my pc wont power up after i remove the cmos battery

Solution
Make sure you reset your CMOS properly, pressing power button down when battery is removed etc. If nothing, try out of the case as it could be a short. It could be that the Xeon left the BIOS in a state not suitable for your other chip, which is why I suggested that workaround fix from the MSI official forum.

i tested the battery with my multimeter,it was ok ,3.250v ,and no cable interfering so i didnt touch any other cables

A CR 2032 battery is so cheap that it may be worth trying. Also may be worth checking all power leads are still properly attached and that you didn't bend any pins in yoiur CPU socket.

Also, try the paperclip test with your PSU to see if it has any life.
