GTX 760 EVGA fan dead

Well, I was playing yesterday with my almost 2 years old gtx 760, suddenly, the fan went up to 100% then i stared at it and saw one of the fans were not spinning at all, it was trying to spin but it can't, I tried to open the card and clean it out, changed my 6+8 pci-e power connectors, and the problem is, the card apparently runs fine, but the cooler go to 100% speed when I login at windows, it's almost impossible to stay at the room...
Is there a fix for this problem?
Of course not buying a new cooler,

Solution
You could try lubing it. I use sewing machine oil, as it's a high speed component and you need an oil that is made for such use. There are videos on Youtube showing how to fix computer fans, it's not difficult. I'd try just adding a small bit of oil, not disassembling the fan first. Only if adding the oil doesn't work would I then disassemble the fan to clean the hub. After all, you might screw it up so save that as a last resort. I'd try adding a new fan over the videocard and see if maybe that's enough. The problem is older cards tend to run hotter so fan cooling is going to be needed one way or another.
